One solution might be uploading a high-quality video with encoding that's compatible with streaming, but with "no derivatives" set on the item, which would prevent converted videos from being generated.

BUT high quality video streaming requires more bandwidth, and i don't think an archive site should be relied upon to function as a regular video streaming service.

Perhaps e.g services like BitChute (which i think even supports easy link importing of videos, meaning you wouldn't have to download each HQ video, then upload it again), DailyMotion or YouTube would be more suitable for you need? And you could leave links to that in the item description and/or "links" field, and vice versa, providing easy download from IA as an alternative?
